Binance announced on November 1 that it will begin phasing in withdrawal services following a security incident, with the Bitcoin network as the first batch of networks to be restored. The exchange plans to launch the first phase of withdrawal resumption between 14:00 and 17:00 Beijing time on November 1, with additional networks and assets to be re-enabled progressively after security and readiness checks are completed. The staged approach signals Binance's prioritization of security verification over a full simultaneous reopening, and the pace of subsequent network restorations will be a key indicator of how quickly normal operations resume.
